Building Development - (727) 942-5604. The Building Development and the Engineering division offer a variety of services associated with construction, development and permitting. The City Clerk and Collector  is the official records custodian, the official custodian of the seal of the city, is authorized to attest to all city documents, acts as the supervisor of all city elections, attends and keeps the official minutes of the board of commissioners, and gives public notice of public meetings as required by law. The City Manager is responsible for the overall administration and coordination of the City of Tarpon Springs. The City Manager administers the daily operations of the city and implements City Commission policies. Email: mlecouris@ctsfl.us Code Enforcement - (727) 937-0017. The Code Enforcement division of the Police Department is responsible for attaining compliance with community standards such as property maintenance, parking, signs, water restriction, public nuisances etc. Cultural Services - (727) 937-0686. The Cultural Services department oversees the City’s Public Library, Performing Arts Center, Cultural Center, Safford House Museum, Heritage Museum and Train Depot Museum. The Economic Development department works closely with developers, business owners, lending institutions, tourism agencies, merchants associations, non-profit agencies, and local, regional and statewide organization to assist the development and enhancement of the business community. The Finance department administers the general ledger, processes payroll, conducts all payable/receivable functions, controls reimbursements and interdepartmental billings; and is responsible for the investing City funds.
