Local Mitigation Strategy (LMS)

The Local Mitigation Strategy (LMS) is a multi-jurisdictional “all-hazards” mitigation plan that serves as a bridge between local governments’ comprehensive growth management plans, the County’s comprehensive emergency management plan, land development regulations, and relevant ordinances and codes such as those for floodplain management. The LMS integrates mitigation initiatives established through various policies, programs, and regulations into a single, stand-alone working document. Tarpon Springs has participated in the LMS working group since 1998, which meets quarterly. There is an annual renewal, but it is updated in its entirety every five years. We are currently in the process of the five-year update, which will be released and adopted in 2025. Pinellas County LMS 2020 (PDF) (for Pinellas County LMS 2020 Appendices, please contact flood info.
