    John Koulianos

    Mayor

    Mayor Koulianos was elected without opposition for his second term and took office on April 8, 2025. He was first elected as a City Commissioner and was sworn into office on April 11, 2023. John has a long history of volunteerism in all facets throughout the community, including serving on: Tarpon Springs Planning and Zoning Board; Tarpon Springs Police Pension Board; AdventHealth North Pinellas Foundation Board; St. Nicholas Greek Orthodox Cathedral Board; Tarpon Springs Friends of the Library; Tarpon Springs Rotary; Tarpon Springs Youth Football and Soccer Coach. Mayor Koulianos holds the professional designations of Certified Public Accountant (CPA), Certified Valuation Analyst (CVA) and Master Analyst in Financial Forensics (MAFF). He has taught as an adjunct accounting instructor at St. Petersburg College and as an accredited continuing legal education provider by the Florida Bar Association. Mayor Koulianos appears regularly in court proceedings as an expert witness on tax, accounting and forensic matters. John has been married to Kay Cortessis Koulianos for 44 years and has two daughters, both graduates of Tarpon Springs High School. Kay is a life-long resident of Tarpon Springs and manages their accounting office. John and Kay are blessed with a granddaughter and a soon to be grandson on the way. John has a passion for running, which is exemplified by his completion of the New York City Marathon in 2021 and the Chicago Marathon in October of 2023. He is scheduled to run in the Marine Corps Marathon in 2025, with his long-term goal of qualifying for the Boston Marathon. He has a long family history in Tarpon Springs with his father, and decorated war veteran, Michael G. Koulianos having been born in Tarpon Springs in 1915. John's brother Tom was also a former Mayor and Commissioner of Tarpon Springs and are the first brothers in Tarpon Springs history to both serve as Mayors. Mayor Koulianos believes in progress with an emphasis on preservation of the heritage that makes Tarpon Springs unique.

    Michael Eisner

    Vice Mayor

    Vice Mayor Eisner was elected to serve his second term on March 11, 2025, and was sworn in on April 8, 2025. Vice Mayor Eisner served his first term a three-year term on March 15, 2022, and was sworn in on April 12, 2022. Prior to his first term, he served on the Board of Adjustments for 7 years. He has been a Tarpon Springs resident since 2013 and has been very active in the community with Rotary, mentoring children in our schools, volunteering for the Merchants Association, and helping whenever he is able. He is originally from the Bronx, NY, and studied at Herbert H. Lehman College while teaching English at Taft High School, Bronx, NY. At age 21, he was the youngest National Sales Manager of Emerson Radio. For 10 years he worked for Xerox, then became the Branch Manager of Rentokil, a pest control company. Mike and his wife Linda were married in 2005 and lost their home on Long Island in Hurricane Sandy in 2012. He retired in 2014 after being an emergency service expert following Hurricanes Irene and Sandy in New York. He is a flood restoration and mold remediation specialist, and for over 30 years remodeled flooded kitchens and baths. He was a home improvement contractor and a flooring expert. He is the father of 2 grown children and a grandpa of two beautiful baby girls. As Vice Mayor, he promises to listen to the residents and to instill honesty and common sense in all his decision-making.

    Panagiotis (Peter) Koulias

    Commissioner

    Commissioner Panagiotis (Peter) Koulias is proud to be a native son, born and raised in Tarpon Springs. Commissioner Koulias for his second term was sworn in office on April 8, 2025, running unopposed. He was originally elected to office on March 15, 2022, and was sworn in on April 22, 2022. During his first term he served as Vice-Mayor and was appointed as Mayor on October 1, 2024. He is the youngest Greek American Mayor to serve at the age of 37. His campaign reinvigorated the pride of the residents, who grew up in Tarpon Springs. His grandparents immigrated to Tarpon Springs from Greece in 1971 to provide his mother and her siblings a better opportunity. His grandparents' house is in the historic Greek Town Sponge Docks neighborhood. His father immigrated to America in the 1970s, and both of his parents are from the island of Kalymnos, Greece. As a Greek American, second-generation Tarponite, Panagiotis feels blessed to have grown up in a city intertwined with history and Greek culture. He is a proud member of St. Nicholas Greek Orthodox Cathedral. Panagiotis played Junior Sponger Football and High School Football all four years as a youth. He attended Sunset Hills Elementary School, Tarpon Springs Middle School, and is a 2005 graduate of Tarpon Springs High School. He then attended the University of South Florida, receiving a Bachelor of Science Degree in Accounting in 2010. Panagiotis has been a local business owner for many years. After college, he opened a staffing and temporary employment agency, in addition to a payroll and workmen's compensation brokerage. His focus serving as Mayor and Commissioner is to protect the Tarpon Springs way of life for current and future generations and to preserve small-town charm. He is thankful to be able to give back and serve the community he grew up in and loves.

    Frank DiDonato

    Commissioner

    Commissioner DiDonato is a retired Chiropractor and had a private practice in Tarpon Springs for many years. He is a seasoned veteran in the political arena and served as a Commissioner from 1991 to 1994, and as Mayor from 1998 to 2004. After twenty years since last being in office, he was appointed as interim Commissioner to Seat Number 2 on February 20, 2024. He then was elected permanently to fill the unexpired term of that seat on August 20, 2024. Commissioner DiDonato is very active in the community and served as a former President of the Tarpon Springs Chamber of Commerce, former Chairman and Board Member of the Tarpon Springs Boys & Girls Club and served on the Board of the Tarpon Springs Rotary Club.  He is married, has two sons and has been described and known by many for his voice of reason and his calming influence.

    David Banther

    Commissioner

    Commissioner Banther was appointed to serve as a Commissioner on October 1, 2024, to fill a vacancy, and was later elected (unopposed) on March 11, 2025, to finish an unexpired term of one-year for Seat 1. He also previously served two terms as Commissioner / Vice-Mayor from 2013 - 2019. He has served on the following boards: Historical Preservation, Budget Advisory, Charter Review, Pinellas County Transit Authority, Rotary Club of Tarpon Springs, Advent North Pinellas Hospital Foundation, Leadership Pinellas Class of 2015, and Tarpon Springs Yacht Club. He holds a BS in Economics from Hillsdale College, an MS in Management from Colorado Technical University, and is an Eagle Scout (Troop 48 - Tarpon Springs). He is an active Real Estate Broker and Licensed Community Association Manager. A Pinellas County Native, Commissioner Banther is married with two daughters. His hobbies include hunting/conservation and weightlifting (4 USPA Powerlifting State Records).

Work Sessions

Work sessions are intended to provide opportunities for Commissioners to study issues, gather and analyze information, and clarify questions. No votes are conducted during work sessions. These sessions are open to the public but are not the appropriate forum for public comment.

Public Comments: Preservation of Order & Decorum

The City Manager shall note on the agenda, and the Mayor shall inform members of the public that no speaker shall have the right to address the Board of Commissioners for more than three (3) minutes on any particular item. During agenda items other than Public Comment, members of the public present at the meeting may donate their time to extend the speaker's time but such donation shall forfeit the donator's right to speak. The speaker shall identify the person who donated his/her time. The donation shall extend the speaker's time an additional two (2) minutes. In no event shall the speaker's time be extended beyond five (5) minutes of total speaking time. Those speakers attending by Zoom or phone shall have the right to address the Board of Commissioners for no more than two (2) minutes at Public Comment and no more than two (2) minutes for each agenda item. No donated time will be permitted for speakers attending by Zoom or by phone. Any deviation from this rule must be approved by the consensus of a majority of the Board.

Each person addressing the City Commission shall approach the podium, give his or her name and address in an audible tone of voice. All remarks shall be addressed to the City Commission as a body, and not to any member thereof. All speakers, including the City Commission, shall be recognized by the Mayor. No person, other than members of the City Commission and the person having the floor, shall be permitted to enter into any discussion, either directly or through members of the City Commission. No questions shall be asked of individual Commission members, except through the Mayor. Any person making personal, impertinent, or slanderous remarks, or who shall become boisterous while addressing the City Commission, may be requested to leave the meeting and may forthwith be barred from further attendance at that meeting.

The Mayor shall preserve order and decorum, and shall prevent attacks on personalities or the impugning of motives of Commission members or others, and shall prevent digression from the question under discussion. The Mayor shall ensure that no boisterous conduct, such as cheering, clapping, or the like, shall be permitted during debate. The Chief of Police or his or her designee shall be the sergeant-at-arms of the City Commission.

Appeals and Record of Proceedings

If any person decides to appeal any decision made by the Board of Commissioners concerning any matter considered at this meeting, he/she will need a record of the proceedings, and that for such purpose, he or she may need to ensure a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The City of Tarpon Springs does not furnish verbatim transcripts. Interested parties should make necessary arrangements for the verbatim transcript in advance.
