Procurement Services Department Overview

Procurement Services manages the procurement of necessary supplies, equipment, and services at the lowest possible cost consistent with the quality needed to meet the requirements for the City of Tarpon Springs and to ensure that the taxpayers receive the maximum value for each dollar expended. Procurement Services uses a variety of methods including  competitive solicitations, sealed bids, cooperative purchasing, piggybacking of other agencies’ competitively solicited bids and use of the City issued purchasing cards.

Notice of Bids: The City of Tarpon Springs utilizes Onvia DemandStar to notify bidders of available opportunities. In order to receive notifications, the vendor must register with Onvia DemandStar. The City of Tarpon Springs does not maintain a separate vendor database. All vendors interested in doing business with the City should register with Onvia DemandStar.

Disposal of Surplus Equipment:

Periodically, the Procurement Services Department disposes of surplus equipment and supplies.

Recreational Programs:

Recreational Programming and Sunset Beach Concession Services: The City invites submissions of Letters of Interest from qualifies independent contractors and individuals to provide recreational programs for the City’s Recreation Division or for concession services at Sunset Beach.  In order to be considered, applicants must complete and submit a letter of interest.  Download the form and instructions below or from our document library.

CONVERSION TO “BONFIRE” FOR ALL INVITATION TO QUOTES EFFECTIVE MAY 1, 2024

Solicitations

The City of Tarpon Springs is converting to Bonfire for all formal Invitation to Quotes (ITQs) and formal solicitations. This conversion is expected to take place between April 1, 2024 and May 1, 2024. All ITQs and solicitation documents must be obtained as noted below.

PRIOR TO April 1, 2024:

For all ITQs and solicitations posted on or PRIOR TO April 1, 2024, please visit the demandstar.com website, https://network.demandstar.com/  for vendors to access. You must register with demandstar.com to view  official solicitation documents. There are free and paid registration options available.

BEGINNING May 1, 2024:

For all ITQs and solicitations posted on or later than May 1, 2024, please visit the Bonfire website. You must register with Bonfire to view the official solicitation documents; however, Bonfire registration is free for all vendors. If you are already registered with demandstar.com, you will need to re-register in Bonfire as a vendor.

Additionally, beginning May 1, 2024, the City of Tarpon Springs will NO LONGER ACCEPT mail-in (written) submissions to ITQs or formal solicitations. All responses MUST be entered through the Bonfire website , unless otherwise noted in the solicitation advertisement.

Public Solicitations Openings

Beginning May 1, 2024, the City of Tarpon Springs will only open formal solicitations virtually via our online Microsoft (MS) Teams platform.

Public Openings are held at 3:00 p.m. local time, the day of the solicitation submission closing.  Prior to the submission deadline  the announcement for the opening will be posted for access. Firms will be able to attend the public opening virtually. See the following instructions:

  1. From your Calendar, select Join on a meeting before it’s started, or one that’s in-progress.
  2. Turn on your camera, select Effects and Avatars, and choose how you’d like to appear:
    • Select a custom background.
    • Select Blur.
  3. Choose your audio settings.
  4. Select Join now.

Don’t have the MS Teams app? You can still join a MS Teams meeting.

  1. In your email invite, select Click here to join the meeting.

You can also use a dial-in number and conference ID from the email to call in.

  1. You have three choices:
    • Download the Windows app: Download the Teams desktop app.
    • Continue on this browser: Join a Teams meeting on the web.
    • Open your Teams app: If you already have the Teams app, go right to your meeting.
  2. Type your name.
  3. Choose your audio and video settings.
  4. Select Join now.
  5. Depending on meeting settings, you’ll join right away, or go to a lobby where someone in the meeting will admit you.
